The Self Defense Act currently allows Oklahoma residents to carry a handgun – either concealed or open carry – so long as they have a permit issued by the Oklahoma State Bureau of Investigation (OSBI). In February 2019, newly inaugurated Governor Stitt signed into law House Bill (HB) 2597, the “constitutional carry” bill, amending the Self Defense Act. Among other things, HB 2597 generally removes the requirement that an Oklahoma resident obtain a permit in order to carry a firearm.
