How do I help clients with their environmental, energy, and regulatory matters?

I enjoy finding alignment between complex legal issues and technical environmental and energy matters to provide guidance that helps businesses thrive. The strongest solutions come from listening carefully, understanding how a facility functions, learning the technical details, and building relationships based on trust, and reliability. Clients rely on me to help them solve high-profile disputes, navigate regulatory challenges, and create opportunities that facilitate favorable outcomes.

Guiding complex environmental and regulatory matters

Drawing on a career in serving clients on environmental, energy and regulatory matters across the United States and internationally, Don Shandy regularly advises clients in the aluminum, chemical, cement, pulp and paper, aerospace, airline, oil and gas, and manufacturing sectors. He has worked on projects in over 40 states and multiple foreign countries, helping clients address environmental issues, including permitting, regulatory compliance, enforcement actions, and litigation involving state agencies, the Environmental Protection Agency (EPA), and other governmental authorities. He also counsels clients on emerging environmental issues, including PFAS (“forever chemicals”), Superfund liability, remediation strategies, and evolving regulatory requirements.

Working at the convergence of law, engineering and operations

Known for combining technical understanding with practical legal guidance, Don frequently works side-by-side with engineers, environmental consultants and operational personnel to help clients anticipate issues before they become disputes. Among the matters he finds most rewarding are large-scale industrial projects where regulatory strategy, stakeholder engagement, and long-term planning play critical roles in achieving project-success and creating a lasting economic impact. Recently, he has assisted with permitting and regulatory matters for one of the world’s largest aluminum smelter projects.

Resolving high-stakes disputes through strategy and negotiation

Don has represented clients in environmental litigation throughout the country, including Superfund matters, contamination claims, and enforcement proceedings. While he resolves many disputes through negotiation and technical problem-solving, he approaches every matter with the strategic understanding that cases may escalate to litigation. His ability to develop effective solutions, work productively with opposing parties, and identify and secure solutions has earned him a reputation as a trusted negotiator and a reliable counselor.

Understanding in-house counsel from first-hand experience

A former deputy general counsel of a multinational chemical company, Don brings a valuable in-house perspective to his practice. He understands the operational, financial and business realities facing corporate leaders and helps clients balance regulatory requirements with broader organizational goals.

Building productive relationships with regulators and stakeholders

Clients value Don’s responsiveness, strategic mindset, and ability to communicate effectively to both technical and non-technical audiences. He is known for simplifying complex concepts, delivering candid advice, and helping clients understand both immediate challenges and long-term implications. His deep familiarity with federal and state agencies, regulators, elected officials, and members of multiple presidential administrations- combined with decades of experience working through permitting and compliance issues-helps clients achieve favorable outcomes while maintaining productive relationships with government decisionmakers.

Addressing emerging environmental challenges

Don is also among a small group of attorneys nationally with significant experience in PFAS litigation and regulatory matters. Crowe Dunlevy is the only Oklahoma law firm to have tried a PFAS case, providing the firm with experience in one of the fastest-evolving areas of environmental law.

Sharing insights through teaching and thought leadership

In addition to his practice, Don frequently writes and lectures on environmental, energy and regulatory issues. He also teaches environmental law at the University of Oklahoma, providing mentorship and practical lessons gained from decades spent helping clients navigate the intersection of law, science, engineering, and public policy.
